CIPPlanner Corporation continues to push the state of the art of Capital Program Management (CPM) software with the release of CIPAce™ version 6.1.
New features include a robust analytic engine utilizing OLAP cubes to design and publish analytical reports in a variety of graphical formats. This feature enables the easy deployment of performance measures to Capital Program Management workflows. Application of performance measurement to the Capital Program Management space has been something that the market has been seeking for some time. Even the jurisdictions that have adopted such high profile performance measurement campaigns such as CitiStat have few measures of the efficiency of what are often their largest single annual investments. The GFOA in its Best Practices have identified performance measurement as a critical component for successful Capital Program Management. The challenge has been that the workflows and performance measurements have historically been associated with the discrete non-integrated components of Capital Program Management, specifically Budget and Fund Management and planning (CIP); and Project Management. Because of this, performance has not reflected reality because it has not considered the interactive impact across these components. Another major enhancement is the Mass Task Update feature, which allows the mass adjustment of a discrete project step. A jurisdiction utilizing standard project schedule templates can easily deploy best practices or respond to legislative or regulatory changes affecting administrative lead time.
