CIPPlanner to Speak at APWA Conference in Columbus OH, on September 15
CIPPlanner has been invited by the APWA to present on the topic of Capital Program Management on September 15 at 12:00 Noon in Booth #129. We will be discussing how the emerging trends in project justification, project execution, transparency and accountability are being influenced by the standards that are being established under the American Recovery and Reinvestment Act (ARRA).

Is Funding Really the Problem in Capital Program Management?
I recently came across a KPMG survey of Infrastructure providers who provide development, delivery, operational, and financial assistance services in the transportation, energy, water or social services sectors. Among U.S. respondents, 76% cited governmental effectiveness as a barrier to delivering infrastructure. The largest impediment of effectiveness cited by 42% of respondents is a politicization of infrastructure project priorities; and the most frequently mentioned way to improve governmental effectiveness is by de-politicizing such priorities (45%).
We agree with Richard Lee, who is a partner with KPMG LLP (U.S.) and head of KPMG's U.S. Infrastructure Advisory group, who said "The survey results signal the need for fundamental changes in how we approach the planning, delivery and management of infrastructure. We need long-term thinking that allows for the transparent delivery of projects that are aligned with our national priorities".
We are seeing a growing sophistication in how capital projects are being prioritized. There is a growing recognition that many agencies already possess much of the data that they require to more effectively prioritize their projects to help further optimize their Capital programs...
